It's not that Gray is small is just that this is drawn from the perspective looking up so he looks smaller as he isn't as close to the viewers sight as Juvia is.

Good job, you're improving however the portions still seem off. Gray seems like a midget given his body seems alot smaller than Juvila's ass and Juvila's Boobs are too big and her head and neck seem alot smaller than her body. At Least you're adapting to the artstyle and you did manage to shade in better. You should take some notes from Ellery's work or Rex's to see how to improve on the body desgins
