I guess not. In that link you posted, Hinata definitely looks a lot younger but that is supposed be Hinata from Shippuden, not the pre-time skip one. And on top of that, she isn't nude, isn't showing any private parts, and she's totally wearing clothes. You don't see the "big difference" you claim to see here at all.

Sakura, Ino, Hinata, and Tenten are about 16-17 years old, so it's okay. However, characters younger than that is just crossing the line and it should be forbidden here.
