As long as Mikoto and Fugaku aren't blood-related in some way one of them shouldn't own the sharingan. I asume Mikoto was married into the Uchiha Clan and never got the sharingan in the first place.

Well would you look at that, 2 images of the Raikage within 3 days. Maybe you should come up with some sort of ban list for characters that are so overly requested. Maybe only allow a maximum of 3 requests to have a certain character, and then that character can't be requested until the following week. Something needs to be done about the filtration of characters, because we haven't seen half of the females in a really long time.
She was rarely seen in manga. She was a kunoichi with rank of Jonin, so at least it was possible.
Maybe she possesses the genes, but never really awakened them. A bit strange, since the wiki states that she used to be a jónin.
