Because there are much more pics of her than any other character in the whole show. In one word favorite. Yeah she is the favorite of most members that's why. But on the other side there are also many people that don't like her. Maybe it'd like this. Most that request her doesn't rate pics at all. Those who rate pics hates hinata and that's why she have a low rate compared to others. I am not a member so I dunno. But this might be a good theory. :)
